Puerto Madero was the main harbor of Buenos Aires untill 1925, date of Puerto Nuevo construction. Become obsolete in the early 40’s, it slowly turned into an industrial wasteland.
Many times, programs of embellishment and seaside plan for the harbor were thought :
- Le Corbusier Plan in 1930
- Revitalization program for the south zone in 1971
- Buenos Aires city plan in 1972.
Finally, in 1989 a development office was created (partnership State and city) : The Corporation Antiaguo Puerto Madero S.A, in charge of Puerto Madero renovation.
420 acres (170 hectares) of dock industrial wasteland were renovated to become today the main attractive area of the megalopolis.
Following the seaside complex including restaurants, touristic facilities, offices and accomodation, an ecological reserve of 988 acres (400 hectares) brings a natural landscape making the site more attractive.
Rio del Plata’s bank plan is a priority for the city of Buenos Aires. Local authorities want to make it a metropolitan facade to improve the megalopolis’ attractiveness.
A second project is in process in the ecological reserve : the urban project of Nueva Costa del Plata or the new Puerto Madero.
The site is located near the towns of Avellaneda and Quilmès not far from Buenos Aires (6 miles, 10 km) in an area made of forest and lagoons. This area is currently inaccessible to the urban population.
The purpose of this project (568 acres, 230 hectares) is to think a new approach of urban space.
The challenge is to open up this area (988 acres, 400 hectares) to an urban use without imposing an urban model which could damage local environment, on the contrary thinking of an urban integration fitting to environmental conditions of the area.
They want to create a link between the city, its inhabitants and their uses with the Rio del Plata opening up that zone still hostile.
That area will be made of :
- 10% of routes, pedestrian and cycle ways
- 62% of public area forest, beach and lagoon
- 5% of public facilities
- 77% of area open up to public use.
- 23% of urbanized area
25 000 to 30 000 people could live there. The area could welcome 75 000 to 80 000 visitors per week.
The global company Techint, argentinian group specialized in steel industry, is the owner of the area to build (543 acres, 220 hectares). Techint is in charge of the real estate project made of entertaining areas, accomodation and shop.
The project cost is estimated at 2 billion dollars.
