Rome is made of a historic city centre, a first and second rings. The last one is, nowadays, a territory where a lot a planning projects are expected.
The general city plans of 1931 and 1963 made up the urban specificities of Rome metropolis. Focused on economic development (services), those master plans couldn’t stop the expansion of illegal soil occupation on the second ring.
Seeing the urban mess of Rome, local authority decided to re-organize the city from the transport network. From 1993 to 2008, the modernisation and adaptation of transport infrastructures, “Il cura del ferro” therapy by iron, had to put right many decades of lack of planning.
That plan, financed by the italian State up to 500 million euros, enabled to revitalize transport infrastructures.
Moreover, modeling the network, local authorities expected urban growth.
In 2006, copying european city-planning examples as Paris, London or Madrid basing their development on multipolar functioning, the new general plan comes up with urban densification, supported by the transport network improvements, in order to create new centralities.
It is written that satellite cities will be built around the main stations and urban planning will be allowed only if a station from the regional or urban network is nearby.
One of the first success of that plan is called « Parco Leonardo ». That city sprawls over 395 acres (160 hectares) along the major road Rome-Fiumincino. Green city where all services are available (health, education, entertainment, administration), it was built up after tough negotiations between Rome metropolis and developers to exchange construction permission and obtain a new station planning. Today, more than 3 000 people work and 7 000 live there.
However, Rome metropolis has mighty and influential local powers (owner-developer) making planning decisions more difficult.
As an exemple, « Porta di Roma » project, located in the Bufalotta area, is a private initiative spread out on 370 acres (150 hectares), near the highway ring, with housing, offices and malls.
At the beginning, that project didn’t got along with the urban obligations as written in the bill. Since, the project has been incorporated within the framework of the city-planning (law n° 396/90). It will be connected soon by the line B1 of the subway.
Altought private initiatives are more often speculative, they are sometimes efficient alternatives to the administration slowness, low financial means of Rome metropolis and the absence of a line management able to prioritize and activate projects.
A first review of the 2006 general plan was established through the « Millenium project 2010-2020 », prolonging the city-planning thought.
