I have been benchmarking international metropolis urban development for many months.
I thought that each region would have brought me up different solutions to face up XXth century’s urban issues.
That isnot the case. I have to conclude that same planning obligations remain all around the world and urban tendencies are finally similar.
All local authorities and inhabitants want greener metropolis able to generate an « act and live together ».
The city must be both local and global, at human scale in a global trade. Metropolis must create wealth and welfare and reduce disparities.
Authorities constantly think of improving inhabitants’ living conditions. A better acces to education and employement, more efficient means of transports and decent housing for all make the daily metropolitan thought.
I have under my eyes Amman « 2025 » master plan. Although it was rewarded with the first price at the « World Leadership Award » in London in 2007 for the best city-plan, the project carried by the metropolis is no exception.
I will focus on Amman transportation strategy and I will show you that global tendencies about transport public planning converge, only levels of development differ.
Reading it what can we notice ?
Despite gasoline price remains cheap in Jordan, cars isnot a substainable solution for transport in metropolis.
Urban population growth increases traffic jam making international metropolis commuting a nightmare. Environmental pressure at the global level force now all countries to act against climate change.
In Amman case, the lack of a public authority on transport services leads to fragmented structure with many informal operators (minibus, combi). We notice a poor network service quality with none modern and efficient systems. Urban needs are far bigger than means. As a conclusion, communiting takes longer and requires many changes.
Essential infrastructures in urban development, transport network becomes the structuring factor of the city. It is part of wealth production and living condition improvements.
It mustn’t be a constraint anymore but an efficient, safe and comfortable network. It must be thought to link housing and producing areas. Means of transport have to be green.
The network must be multimodal. Except trains, tramways or buses, they do exist different ways to commute within the metropolis. Soft mobilities as walking, biking or roller skating contribute to the transport network efficiency. Planning cycling and pedestrian ways, that’s giving to each inhabitant the choice of his mobility.
Whatever the way master plan is thought, its success will mostly depend on private and public characters’ ability working together focusing on common interest.
